The United Arab Emirates (UAE) is advancing its controlled entertainment sector with the activation of Play 971, the country's inaugural licensed iGaming portal. Approved by the General Commercial Gaming Regulatory Authority (GCGRA), the site debuted in late November 2025, offering digital sports wagering, racing options, and casino entertainment—a pioneering move for the Gulf region.
Currently operating in a controlled pilot mode, Play 971 falls under GCGRA scrutiny, limited to select zones like Abu Dhabi and Ras Al-Khaimah, with Dubai's inclusion pending. Projections indicate a nationwide expansion by early 2026, contingent on trial outcomes.
Play 971 Ushers In Expanded Digital Wagering Landscape
Managed by Coin Technology Projects LLC—co-located with The Game LLC, which runs the UAE Lottery—Play 971 broadens beyond the lottery's scope, the sole sanctioned betting outlet since its 2024 debut. This addition diversifies the local scene, targeting expatriates as Emirati citizens remain excluded from participation.
GCGRA guidelines permit one online operator per emirate, opening doors for up to seven nationwide, though rollout remains measured. The platform integrates content from providers like OneTouch (via Yolo Group's Live Online Gaming Services) for slots and tables, alongside Evolution's live dealer offerings—despite the latter's unlisted status. Tech partners include Xpoint for location verification and Sportradar for betting intelligence.
Momentum LLC Spearheads UAE's Gaming Evolution
Behind Play 971 stands Momentum LLC, fresh off its July 2024 lottery concession. Through subsidiary The Game LLC, the firm oversees both ventures, eyeing extensions into virtual reality, competitive esports, and AI-driven play. As per iGaming Business, this aligns with Momentum's pivot toward publishing mobile titles, cementing its role in UAE's nascent regulated arena.
GCGRA, formed in 2023, has swiftly built foundations for integrated resorts and wagering, including the forthcoming Wynn Al Marjan Island in Ras Al-Khaimah—set for 2027 opening with a brick-and-mortar casino to invigorate the market.
Play 971's probationary run will gauge viability, potentially unlocking further licenses. Amid this, the authority navigates leadership flux: CEO Kevin Mullally exited early November 2025, handing reins to Chairman Jim Murren, ex-MGM Resorts head, on a temporary basis. Murren's interim stewardship will guide regulatory maturation.
